Oregon Health Insurance for 2027: What Changes at Open Enrollment
If you buy your own health insurance in Wallowa County, you probably got a letter this fall, or you will soon. Your plan is changing, your carrier may be gone, and the website you used last year is not the website you will use this year.
Here is what is different about Oregon's open enrollment for health insurance for 2027, what happens if you ignore it, and the dates that matter. This guide is written for people on the individual market in Enterprise, Joseph, Wallowa, and the surrounding area, but most of it applies across Eastern Oregon.
What is changing with Oregon health insurance open enrollment for 2027?
Three things are changing this year, and all may affect your insurance costs and coverage options.
A new website. Explore Health is Oregon's new state-run Marketplace. It replaces HealthCare.gov for 2027 coverage, with enrollment starting November 1, 2027
Fewer carriers. Providence and PacificSource are leaving the individual market, so their members have to switch. Moda is staying but will only be available in select counties, including Wallowa and Baker. Some counties like Union and Umatilla may only have two options.
Higher rates. Oregon regulators approved an average 21.6 percent increase for individual plans in 2027. Your increase depends on your carrier and plan, and your final cost depends on your income and the financial help you qualify for.
What is Explore Health?
Explore Health is Oregon's state-based Marketplace. Plans sold on Explore Health are regulated by the State of Oregon and cover essential health benefits as the state defines them.
Two things to know:
Financial assistance is only available through the Marketplace. A plan bought directly from an insurance company does not come with it.
Dental and vision are not automatically included in Marketplace health plans. Separate dental plans are available, so ask about both when you compare.
Enrolled Tribal members and Alaska Natives may qualify for special savings. Learn more here.
Do these changes affect me?
If you buy your own coverage through the Marketplace, and not through a job or Medicare, yes, assume they do. Check your mail for a notice from your carrier or from Explore Health.
Even if your plan is staying, review it every year. Your income, your doctors, and your health needs change. So do plan prices. A plan that was the best value in 2026 may not be in 2027.
How can I save money on 2027 health insurance?
Start by comparing plans. Premiums, deductibles, and doctor networks differ a lot between carriers and between plan levels. A network is the list of doctors and hospitals your plan covers at the lower in-network price. For many Wallowa County and other Northeastern Oregon families, whether the local clinic and the hospital are in the network matters more than saving $30 a month.
A few places to look:
Plan level. A different metal level (bronze, silver, gold) can change your monthly cost and your out-of-pocket costs in opposite directions. The right pick depends on how much care you expect to use.
Your income estimate. Financial help is based on your expected household income. Farm, ranch, and self-employment income is harder to estimate than a paycheck, and a bad estimate can mean paying back help at tax time or missing help you qualified for.
Your carrier's replacement. If your carrier is leaving, the plan you get matched to may not be the cheapest or best fit.
A licensed agent can walk through all of this with your numbers. At Hillock Insurance, that help is free.

What happens if I don’t do anything?
That depends on your carrier.
If your plan is still offered, you may be renewed into it automatically, but the price can change.
If your carrier is leaving, like Providence and PacificSource, Explore Health may match you to a plan from a different company. A matched plan keeps you covered, but it does not check whether your doctors are in the network or whether the price fits your budget.
Don't assume your coverage will carry over. Choosing your own plan is the only way to know you got one that works for you.
When do I need to act?
Explore Health’s official page lists these key dates:
November 1, 2026: Open Enrollment begins.
December 31, 2026: Last day to enroll for coverage starting January 1, 2027.
January 1 to January 15, 2027: You can still enroll, but coverage starts February 1.
January 15, 2027: Open Enrollment ends.
After January 15, you can't enroll or change plans until next year, unless you qualify for a Special Enrollment Period (SEP). An SEP is a window outside Open Enrollment that opens after certain life events, such as losing other health coverage, moving, getting married, or having or adopting a baby.
Explore Health launched a Plan Guide on October 15 that lets you preview 2027 plans and estimate financial help before enrollment opens. Using it does not enroll you.
